New rules came into effect in Ukraine on July 1, 2025, requiring all pharmacies to participate in the state program “Affordable Medicines.” From now on, patients can obtain the necessary medications by electronic prescription free of charge or with a partial co-payment at any pharmacy — regardless of its format or network affiliation.
This was reported by the Ministry of Health of Ukraine. According to the new requirements, each pharmacy must conclude an agreement with the National Health Service of Ukraine (NHSU) and ensure the dispensing of drugs according to the program.
If the pharmacy refuses to dispense "Affordable Medicines" or says that they do not have a relevant contract, the Ministry of Health advises you to contact the hotlines:

If the pharmacy does not have an agreement with the National Health Insurance Fund, a complaint should be filed with the Ministry of Health by calling 0 800 505 201.

If the pharmacy has a contract but refuses to dispense medications using an e-prescription, contact the National Health Service at 16-77.
The Ministry of Health is also preparing to expand the list of medicines. In August, new active substances will be added to the list - drugs based on indapamide, torasemide, methyldopa, as well as drugs for the treatment of anemia with divalent iron and folic acid.
In October, the program is also expected to include medications for cancer patients — exemestane, letrozole, and tamoxifen.
Alternative mechanisms for accessing the program have been created for residents of frontline regions and remote villages:

Mobile pharmacies are already operating in 17 regions and serve over a thousand settlements. Their movement schedules can be viewed on the Ministry of Health website.

“Ukrposhta. Pharmacy” is a project that allows you to order medicines by phone with free delivery. The initiative has been operating throughout the country since October 2024.
The Ministry of Health calls on Ukrainians not to ignore such cases and to defend their right to affordable treatment.
