According to lawyer Likhachev, reforming the TCC could significantly facilitate processes in Ukraine, particularly regarding mobilization. He proposes transferring some functions that were previously in the Territorial Recruitment Centers to the Administrative Service Centers (ASCs) and keeping others in electronic format.
He noted that many processes, such as issuing electronic tickets, can be carried out online without involving the CCC. Citizens could fill in the necessary data through an electronic account and receive a deferral automatically.
Likhachev also proposes to remove the function of issuing summonses from the CCK. According to him, employers, heads of educational institutions, managers of apartment buildings and representatives of local governments are currently involved in issuing summonses. The lawyer believes that issues regarding persons evading mobilization should be dealt with by the police.
Likhachev also supports the idea of creating recruiting centers that could take over some of the powers of the CCK related to mobilization. He believes that military units should be able to recruit their own ranks.
In his opinion, this will ensure the highest quality of recruitment, as military units will be interested in selecting mobilized people. He emphasizes the need to streamline this process and gradually transfer relevant functions from the CCC to the military units themselves.
