KNP "Emergency Medical Aid and Disaster Medicine Center" of the Kharkiv Regional Council terminated the contract with "SC STS" LLC on the reconstruction of a non-residential building in Kharkiv worth UAH 23 million according to the conclusion of the State Audit Service and held a new tender. The contractor, amount and inflated prices in the estimate have not changed.

In the summer, "Our Money" wrote that the Center ordered the reconstruction of a non-residential building (B-1) on the street. Kontorska, 41, which houses the Central Operational Control Room and the Museum of Emergency Medical Care. The prices of concrete and steel then turned out to be twice as high as the market prices.
On September 29, DASU ordered to terminate the contract because it found violations in the tender. In her opinion, there were inconsistencies in the Center's tender documentation regarding the conditions for the return of the tender security and the submission by the winner of documents on the absence of grounds for rejection. In addition, the contractor did not specify in the certificate some machinery and equipment, which are necessary for the performance of works according to the information of resources to local estimates and the contractual price, and also submitted similar contracts without acts and annexes. The center objected, but terminated the contract on October 6.
Repeated bidding was announced on October 26, moving the deadline for the works from the end of 2023 to August 31, 2024. Only "SC STS" came to them again with the same price of UAH 23 million. This time, she indicated in the certificate the machinery and equipment against which DASU previously had complaints. The contract was signed on November 29. The prices in the resource summary have not changed.
As before, the most money goes to concrete B25 M350 with an aggregate size of 10-20 mm at UAH 6,604/cubic. m (prices include VAT hereafter). The Kharkiv producer "Rockside" offers concrete B25 M350 for UAH 3,050-3,300/cubic. m depending on the mobility of P2-P4, which is twice as cheap.
Full-bodied single ceramic brick M-100 costs UAH 16.20/pc. "Epicentr" in Kharkiv sells it for UAH 10.40/piece, and "Atlant" store - for UAH 10.70/piece. It is one and a half times cheaper.
A400C class fittings of various diameters were considered for 76,800 UAH/t. In October, it cost UAH 33,240/t at the auction of the Kyiv Regional State Administration regarding the shelter of the rural lyceum, and at the auction of the NCREKP regarding the repair of the storage in Kyiv, it cost UAH 37,900/t. That is, twice as cheap.
In addition, moisture-resistant plasterboard Knauf 12.5x1200x3000 mm was included in the estimate for UAH 456/sq.m. m. Currently, it can be purchased in the Kharkiv "Epicenter" for UAH 577 per sheet with an area of 3.6 square meters. m, i.e. for UAH 160/sq. m, which is almost three times cheaper than the tender price.
The owners of the local "SC STS" are director Andriy Sukesov and Serhii Kudryavtsev. According to the YouControl system, in 2016 the co-founder was also Anton Paley, who is now the chairman of Starosaltivska VCA. Until 2023, Sukesov owned "Spetstechbudavto" LLC with Anton and Anatoly Paleya, and then it was rewritten as "Stock Trade Technologies" LLC.
"Kharkiv Anti-Corruption Center" wrote that "SC STS" took contracts for the restoration of buildings in Stary Saltov. Anton Paley assured that he has not been a partner with Andrii Sukesov for a long time and has not been related to SC STS for a long time. The official also noted that he did not invite former business partners to participate in the auction, the procurements were announced by the Department of Capital Construction of the State Administration of Ukraine and everyone who has a desire participates there.
Sukesov and Kudryavtsev also own the Kharkiv engineering firm Spectehstroy LLC.
