A new option has been launched in Ukraine for citizens who are entitled to a deferment from mobilization – applying for it through the mobile application “Reserve+” . This was reported by military law lawyer Diana Ternova in a comment for RBC-Ukraine.
Who can use the “Reserve+” application?
Currently, only certain categories of citizens can apply for a deferral:
- Students. Those who are officially enrolled in educational institutions.
- Persons with disabilities. Upon receipt of appropriate confirmation.
- Parents with many children. Those who have three or more children.
To successfully use the function, it is necessary that the person's data be entered into the Unified State Register of Conscripts, Military Enlisted Persons, and Reservists and synchronized with "Reserve+".
The lawyer noted that electronic registration has its own peculiarity: a paper certificate is not issued. The reason is that the decision to postpone is made automatically, without a meeting of the commission, which usually approves such documents.
How to apply for a deferment due to health reasons?
Separate mechanisms are provided for persons with disabilities or serious illnesses:
- A deferment due to health reasons is granted based on the results of the military medical commission (VLK).
- In case of disagreement with the decision of the VLK, lawyer Tetyana Savchenko advises filing a complaint with a higher-level commission within one month.
The “Reserve+” application opens up the possibility of quick remote registration of a deferment from mobilization for certain categories of citizens. However, the process has its own peculiarities, such as the lack of a paper certificate. For other cases, in particular, due to health conditions, separate procedures are in place that require additional confirmation through the VLK.
