Distribution of grant aid from Japan: who and what will receive funds

Since 2023, Ukraine has received billions of hryvnias from Japan as part of the Emergency Recovery Program. The main directions of distribution of these funds in Ukraine can be analyzed through the Cabinet resolutions.

In particular, the special fund of the State Budget is allocated funds in the amount of 18 billion 492 million 944.46 thousand UAH. , which was received in 2023 in accordance with the Grant Agreements between the Japanese Agency of International Cooperation (JICA) and the Government of Ukraine dated 09.03.2023 and dated 14.04.2023 and were not reflected in the revenues and expenditures of the budget in 2023 in accordance with paragraph 1 of the CMU Resolution of 22.09.2023 N 1023 .

- to the Ministry of Energy for the purchase of equipment for energy services and agency services - in the amount of 7 billion 612 million 169, 81 thousand UAH. ;

- to the Ministry of Education and Science for the purchase of equipment for the provision of educational services and agency services - in the amount of 646 million 460.34 thousand UAH. ;

- Ministry of Agrarian Policy and Food for the purchase of agricultural and agency equipment - in the amount of UAH 912 million 405.06 thousand. ;

- the Ministry of Health for the purchase of equipment for the provision of medical services and agency services - in the amount of 1 billion 68 million 238,56 thousand UAH. ;

The balance of funds of the special fund of the state budget in the amount of 1 billion 383 million 496 thousand UAH is allocated. , which was formed on January 1, 20125, the source of which was received in 2024 to the special fund of the State Budget in accordance with paragraph 1 of the CMU Resolution of 01.10.2024 N 1133 “On Directing on the Special Fund of the State Budget of Fund February 2024, and amendments to the Procedure approved by the Cabinet of Ministers of Ukraine of September 22, 2023 N 1021 and of October 27, 2023 N 1122 ”and are not shown in the state budget expenditures in 2024, on new budget programs:

- to the Ministry of Energy for the purchase of equipment for energy services and agency services - in the amount of 1 billion 342 million 600 thousand UAH. ;

- State Agency for the restoration and development of infrastructure for the purchase of equipment for transport and agency services - in the amount of UAH 17 million 40 thousand UAH.

In April 2025, the Deputy Prime Minister of Recovery-Minister of Community Development and Territories of Ukraine Alexei Kuleb and the head of the Japanese Agency of International Cooperation (JICA) in Ukraine Hideki Matsunaga signed another grant agreement for $ 58 million , which makes it possible to formally start the implementation of the fourth phase of Ukraine.
