After the dismissal of Oleksandr Kubrakov, the government is planning a number of changes. In particular, they plan to appoint Defense Minister Umerov to the post previously held by Kubrakov. And the old schemer Ruslan Khomchak will return to Umerov's place.
The dismissal of Defense Minister Reznikov was accompanied by a corruption scandal that was supposed to explode like a nuclear bomb, but was put on hold due to the death of the main witness, Turkish businessman Halit Arabaji. It cannot be said that his successor, Mr. Umerov, demonstrated any extraordinary abilities in leading a strategically important ministry. On the contrary, the number of scandals has even increased. Only the "State operator of the rear", led by Umerov's associate Arsen Zhamudilov, is worth .

Despite his public statements and promises, Zhumadilov created such conditions that make it impossible for most enterprises to participate in tenders, setting them up, obviously, for someone very big.
Political expert Andrii Zolotaryov stated that the state enterprise created under the leadership of Arsen Zhumadilov, which was started with the aim of fighting corruption during procurement for the Armed Forces, actually became a source of personal enrichment for Zhumadilov himself and his patron.
But let's return to Khomchak. Regarding the news about the announcement of a wanted man in Russia, military instructor and volunteer Roman Donik expressed himself as follows:
"This is a kind of "legalization" in Ukrainian society for television viewers," says Donik.
"In fact, it is difficult to find a person who has done more to weaken the Armed Forces since 2014. From the decision on Ilovaisk, which became the most media tragedy until 2022, the escape from there, and ending with the "optimization" of the Armed Forces from 2019 to 2022. When the units were formatted, the fighting capacity of the mechanized brigades decreased, and all kinds of separation and demining were carried out," says the military instructor.
He notes that the task of the Commander-in-Chief of the Armed Forces is to convince the Supreme Commander-in-Chief (President) of decisions that should be in favor of the Armed Forces and strengthen the state, "and not blindly follow what the Russian intelligence agency blew into the civilian president's ears."
"And Khomchak, on the contrary, not only carried out, but also suggested how to do everything as efficiently as possible from the point of view of the Russian Federation. If Khomchak is wanted in the Russian Federation, it is more likely only in order to reward or pay a fee," sums up Roman Donik.
Nevertheless, Khomchak is returned to the service. And judging by everything, precisely for the qualities that Roman Donik does not like: "for blindly following orders."
It was for this charm that Zaluzhnyi was fired earlier, and Syrsky took his post.
As for Khomchak, unlike the disgraced Umerov and Reznikov, he may not have any understanding of military matters, but he really knows how to steal very well and systematically. And he demonstrated it very skillfully.
Commander-in-Chief
When in 2019 Supreme Commander-in-Chief Volodymyr Zelenskyy appointed Khomchak to the position of Commander-in-Chief from the post of Chief of the General Staff. His place was taken by Lieutenant-General Serhiy Korniychuk, one hundred percent Khomchak's man. When Khomchak was chief inspector of the Ministry of Defense, Korniychuk served as his deputy. Then they both moved to the General Staff.
As soon as Khomchak assumed the post of Commander-in-Chief, he forced the Minister of Defense of that time, Andrii Taran, to transfer all "bread" industries to the General Staff of the Ministry of Defense: housing and operation management, major repairs and construction, medicine, supplies, and even educational institutions.
All this was grouped by branch and called command. All Commands are subordinated to the Joint Command and further to Korniychuk. And Korniychuk-Khomchak. Tarana was left with an office, adjutants, uniform, honor and respect.
Large-scale corruption in the defense industry and the Armed Forces, which has taken place for all time, has not disappeared under the leadership of the new command. The apartment land and tender corruption schemes were headed by people controlled by Khomchak and his entourage.
There is a version that later Taran tried to get back what he had lost, but he ran into a stiff resistance from Khomchak. He is so strict that Khomchak even involved members of the Verkhovna Rada.
In particular, they will talk about MP from "Servant of the People" Maryana Bezuglu from the Ministry of Defense Reforms Project Office (regarding medical care), who worked under Khomchak in the General Staff as an expert, and is now the deputy head of the Verkhovna Rada Committee on Security and Defense. Allegedly, at Khomchak's request, she summoned Taran to the carpet in the Rada, where she literally crushed him.
Rumor has it that in this way Khomchak is trying to take revenge on Taran for an official investigation into the Command of the Medical Forces of the Armed Forces of Ukraine (which embezzled money for ventilators at tenders). According to its results, the commander of the Medical Forces of the Ukrainian Armed Forces, Ihor Khomenko, who is called Khomchak's protégé, was dismissed.
Taking all the bread industries under his control, Khomchak sold profitable contracts, for example, for food for the army in exchange for "envelopes entered" from outsourcing companies. But all these devices are nothing compared to the manipulation of the earth, about which you will not find information anywhere. And this is considered the most eloquent evidence of Khomchak's "professionalism".
Who is Khomchak?
Ruslan Khomchak was born in 1967 in Lviv. After school, he entered the Moscow Higher Military Command School named after the Verkhovna Rada of the RSFSR, which he graduated in 1988.
He served in Germany and Belarus. Then, for seven years, he served in the 24th separate mechanized brigade of the Armed Forces of Ukraine, in which he became the chief of staff after graduating from the academy. For four years, Khomchak was the commander of the 300th separate mechanized regiment in Chernivtsi, in 2005 he headed the 72nd separate mechanized brigade of the Armed Forces of Ukraine. In 2009, he became the chief of the 8th Army Corps.
Ruslan Khomchak's rapid career growth came during the presidency of Viktor Yanukovych.
In August 2011, President Viktor Yanukovych awarded Ruslan Khomchak the military rank of major general, in May 2012 he was promoted to the position of commander of the 6th Army Corps. Already in August 2013, Yanukovych awarded him the rank of lieutenant general.
In November 2013, the 6th Army Corps was reorganized into the Operational Command "South" and Ruslan Khomchak became its acting commander.
At the beginning of the war in eastern Ukraine, he commanded sector "B" of the Anti-Terrorist Operation forces and the operation to capture Ilovaisk. Khomchak commanded the operation to liberate Ilovaisk. It was because of him that our military did not receive help during their encirclement by Russian troops.

But the sun also has spots. Our excellent schemer also got dirty. In January 2021, information appeared in the media about a conflict between the head of the Ministry of Defense of Ukraine Andriy Taran on the one hand, and the commander-in-chief of the Armed Forces Ruslan Khomchak and the commander of the Armed Forces of Ukraine Serhii Drozdov on the other in connection with a commercial flight of a Ukrainian military plane transporting weapons from Bulgaria to Rwanda. The flight was commissioned by the private company "ATZT TransService", which Taran found out by chance. Taran insisted that the head of the defense department should personally approve such flights (and receive a share of the profits). Khomchak, for his part, noted that the flights allegedly allow training of pilots, and no agreements are needed for this (and he will not receive any share).
Then Taran forbade the use of military aircraft to service Khomchak's personal commercial projects. Against the background of this dispute, Zelenskyi met with the parties to the conflict, who ordered the parties to find a compromise. And surprisingly, he was found. The parties were satisfied with the new agreement.
3 apartments from the state
Despite the more than large income from corruption streams, Khomchak very much likes to receive from the state on the floor of the apartment.
The famous musician and activist Taras Topolya discovered that the Commander-in-Chief of the Armed Forces, Ruslan Khomchak, received a third official residence in Kyiv, and made the previous two official residences private.
In particular, in 2002, he transferred to his mother an apartment in Lviv with an area of 17.8 square meters. The second official residence - a two-room apartment with an area of 37.9 square meters is located in Bila Tserkva, Kyiv region. Khomchak received it in 2006, and three years later the status of "official" was removed from it.
Khomchak allocated the last apartment for himself , taking advantage of his official position.
A million rollback
But Khomchak was most embarrassed in the situation when the command of the Medical Forces of the Armed Forces burned down on a record bribe of UAH 1 million.
Money demanded the right to supply medical masks for the needs of the military. At one time, Khomchak personally appointed Ihor Khomenko to command the Medical Forces.
Who helps Khomchak get back on track?
In 2020, Khomchak, who was 53 years old at the time, married 29-year-old Hanna Kovalenko , who, despite her lack of any experience, was appointed by Zelensky as the head of the Chernihiv Regional State Administration.
Anna Kovalenko is known primarily for her appointment as an adviser to the Minister of Defense in March 2014, when she was not even 23 years old. Despite the complete lack of knowledge and professional education, she was appointed as an expert on security and defense issues. Kovalenko was an adviser to three ministers of defense and the minister of information policy of Ukraine, deputy minister of development of communities and territories, deputy of the VRU from "Servant of the People", deputy head of the President's Office, which was headed by Andrii Bohdan . Absolute incompetence never hindered Anna in her positions.
For some reason, the dismissal of Anna Kovalenko took place shortly after the dismissal of her husband, Ruslan Khomchak, from the position of Commander-in-Chief of the Armed Forces.
It is Anna who has a sufficient number of contacts in the Office of the President, and personal influence on Zelensky, to return her husband to the bread place.
Moreover, judging by the reshuffles, today the Armed Forces of Ukraine desperately need people who know how to professionally steal and build as non-public schemes as possible to distribute budget and donor funds. And Ruslan Khomchak can really give any specialist a head start here.
