Russia's full-scale invasion resulted in severe economic losses for Ukraine, estimated at more than $153 billion. According to the World Bank, Kharkiv Oblast suffered the greatest losses, estimated at at least $27.8 billion. Donetsk Oblast suffered losses of $38.7 billion, Kharkiv and Luhansk - $17.8 billion.
Direct losses amount to almost $152 billion, covering the sectors of housing and utilities, transport, trade, industry, agriculture and energy. Total economic losses associated with disruption of economic flows and production, as well as additional costs such as debris removal, amount to more than $499 billion.
As of December 31, 2023, recovery and reconstruction needs are estimated at nearly $486 billion over the ambitious 10-year period. Ukraine currently lacks $9.5 billion to implement the priority tasks of recovery and reconstruction.
Priorities for 2024 worth $15 billion include the restoration of industry and the service sector, housing and utilities, energy, social infrastructure, transport, as well as cross-sectoral priorities. The implementation of these measures requires more than $8 billion in investments from the state and almost $7 billion in government expenditures.
