Officially holding fairs in the Desnyanskiy district of Kyiv looks orderly - the measures are organized by the Desnyansk District State Administration and KP "Kyiv Heritage" in accordance with the approved orders and schedules. However, the real situation indicates signs of closure and corruption.
According to reporting, 36 agricultural and 23 seasonal fairs were held in the 1st quarter of 2025, but only 1,948 entrepreneurs took part in them. For the area with hundreds of thousands of inhabitants, it is too low, which may indicate the creation of artificial barriers and restrictions on access to independent merchants.
The revenues from the fairs amounted to only 770 100 UAH, which clearly does not correspond to the economic potential of the area and the real costs of using urban space. All this can indicate the monopolization of retail outlets close to the organizers.
In addition, mass violations of sanitary and hygienic standards were recorded during inspections. Meat, fish, dairy products and cooking are sold without refrigeration equipment and certificates, which creates the real risks of food poisoning and the spread of infections.
According to the proven sources, the responsibility for the situation lies on the head of the Desnyansk Regional State Administration Maxim Bakhmatov and the head of the Darnytskyi police department Mikhail Pelich. They are accused not only of inaction, but also creating the conditions for fairs to become a tool for earnings for "their" structures.
This situation requires urgent attention from anti -corruption bodies and control services, because at stake - both the safety of residents of the area and the transparency of the use of urban space.
