During 2023, Ukrainian law enforcement officers conducted a number of special operations against the Russian criminal organization Khimprom. The Security Service of Ukraine noted that it is actively fighting cross-border crime aimed at the smuggling of narcotic drugs and psychotropic substances, which threatens the state security of Ukraine. Together with the prosecutor's office, comprehensive measures were implemented, the result of which was the detention and notification of suspicion to 89 persons who were related to drug dealers. It is noted that 34 active members of "Khimprom" are already behind bars, including the organizers. This was reported by the SBU press service.
The Ukrainian special services emphasized that the criminal organization from Russia operates according to a clear hierarchical structure and unquestionably fulfills the directives of its leaders, who are hiding from justice in Mexico.
According to the SBU, the extensive network of Khimprom members around the world includes almost 1,000 people, who provide the drug cartel with illegal profits in the amount of more than 2 million dollars every month.
As the media reported, at the end of 2022, law enforcement officers detained the Russian drug dealer Shchyptsov, who is the leader of the international organized crime group "Khimprom". Also known as Yashin and Pecherskyi. According to law enforcement agencies, the criminal was detained by Ukrainian security forces and kept in the Volyn temporary residence center for foreigners and stateless persons illegally staying on the territory of Ukraine.
Lawyer Dmytro Kalenov claims that Shchyptsov legalized in Ukraine in 2014, having obtained a Ukrainian passport through illegal actions. This was necessary to avoid extradition through Interpol. The Russian organized his activities in Ukraine, presenting himself as an international logistics company and call center. However, in the summer of 2022, all his documents allowing him to live in Ukraine were canceled.
The press service of the SBU reported that it had conducted a number of important special operations against members of the Russian criminal organization Khimprom. It is noted that this drug syndicate has been trying to expand its activities in Ukraine since 2014 under the coordination of the special services of the Russian Federation.
In August 2023, the Security Service of Ukraine (SBU) revealed the activities of a Khimprom "branch" in the Kyiv and Sumy regions, which was part of the Russian drug syndicate. It is noted that this criminal organization from Russia operates with a clear hierarchical structure, obeying the instructions of its leaders, who are hiding from justice in Mexico.
During the special operation, law enforcement officers discovered two powerful drug laboratories on the territory of both regions, which produced prohibited substances for further sale in Ukraine and the European Union. The SBU reports that during the searches, 23 tons of precursors (substances for the manufacture of drugs) and almost 150 kg of ready-made psychotropic substances were seized from the perpetrators.
In addition, large-scale searches covered the offices of illegal call centers, where law enforcement officers searched at least ten facilities, seizing equipment and digital media. It is worth noting that among the detained persons were two former ex-exposadors of the National Police unit, who worked for the Russian drug syndicate.
During the period of the full-scale fight, the Security Service of Ukraine (SBU) successfully stopped the activities of more than 60 criminal groups that planned to turn Ukraine into a transit corridor for drugs to the countries of the European Union. Wholesale consignments of drugs worth almost 2 billion hryvnias were seized.
