In the Kyiv City Council a scandal with signs of political fraud broke out: a decision, which deputies considered a cultural initiative to support the children's competition, in fact turned out to be a document that significantly changed the distribution of powers between the City Council and the KSCA.
The Security Service of Ukraine has already opened criminal proceedings against the actions of the secretary of the City Council Volodymyr Bondarenko and Deputy Mayor Vyacheslav Nepa. According to the investigation, both are threatened with real imprisonment for a term of 5 to 10 years.
According to Kyiv City Council MP Andriy Vitrenko, on January 30, deputies voted for an alleged updating of the conditions of the Children's Competition "Art Horizons". The project was submitted by deputy Victoria Mukha, and the document was entered on the agenda as an urgent signature of Bondarenko.
After the vote, it turned out that the document was included significant amendments that dramatically changed its content: the City Council actually took over part of the KSCA's powers, in particular, regarding the approval of the constituent documents of utility companies.
The changes were made after the vote - at the initiative of the deputy mayor Vyacheslav Nepa. Thus, under the guise of a cultural project, deputies supported a document that significantly strengthened the powers of the City Council in the field of management of communal structures.
The blogger-investigator Volodymyr Bondarenko (the name of the secretary of the City Council) states that the deputies were victims of misleading, because they voted for one project, and in fact a completely different decision was made-"on making changes to some decisions of the Kyiv City Council".
The statement to the SBU was filed by the deputy from the "servant of the people" Liliya Pashinna. In the framework of the investigation, another deputy of the Kyiv City Council - Victoria Ptashnik, who is a member of the Regulatory Commission, has already been summoned. This commission, according to journalists, was used for legal replacement.
The actions of the persons involved in the case may fall under Article 109 of the Criminal Code of Ukraine - actions aimed at seizing state power.
