The Boyar City Council ordered a shelter for the school for 118 million: a row is more expensive than the market, cheaper proposal was rejected because of the little things
In Boyarka in the Kyiv region, the city council has concluded a contract with the company "Smart Universal Group" for the construction of shelter for school # 1. The cost of works is UAH 118 million, and construction is completed by the end of 2026. The building will be built on Lysenko Street, 11/23. The shelter should accommodate up to 500 people.
However, the project has already raised questions about the validity of costs. First, the calculations set the average salary of the worker in the amount of 14 209 hryvnias, which is about 5 thousand below the regulatory salary approved for Boyarka.
Even more suspicion is a pricing for building materials. According to price analysis, the armature in the project is indicated by 14-27% more expensive than its market value. Concrete costs 21-25%more expensive, cable - up to 40%, membrane - by 33%. Only in these several positions, the potential overpayment for the budget exceeds UAH 6 million.
The tender was also involved in the tender-Special Mountain-Energo, which submitted a cheaper offer reduced by UAH 13 million. However, it was disqualified due to technical errors in the documentation. One of the reasons was that the help did not specify the phone number.
The contractor who eventually received the order is the Smart Universal Group from Irpen. The head of the firm indicated Elena Garkush, the owner - local resident Tatiana Gryshchenko. The Boyarka community is managed by Mayor Alexander Zarubin.
