The state stopped financing the construction of fortifications to protect power plants and substations. This step raised many questions: why did this happen and who is responsible for it?
Denys Shkil, the founder of the Autostrada group of companies, wrote about this in his article.
"During 2022 and 2023, the President's mandate was signed, the decision of the Headquarters of the Supreme Commander-in-Chief and the decision of the National Security Council were adopted, as a result, contracts were concluded on the construction of protection of energy facilities - for me personally, this became a guarantee of the highest state level, that work on the protection of energy are really needed by the state and are one of the key priorities given the importance of protecting Ukrainians and the economy from blackouts. That's why I made such investments, Autostrada started working around the clock," he writes.
After the contracts were signed and advance payments were made, Prime Minister Denys Shmyhal stopped the financing of the works. This endangered not only business, but also the economy as a whole. The production bases are left without work, the company bears losses, and the prime minister does not bear any responsibility for his actions.
Why were the instructions of the President and the decision of the National Security Council ignored? This testifies to permissiveness in Ukrainian politics. The Prime Minister believes that entrepreneurs should be grateful for the opportunity to work, which is completely false.
Officials like Shmyhal do not have the necessary experience and qualifications to occupy high positions, which in turn negatively affects the rating of the President, Shkil noted.
"Since the beginning of 2021, the state has never made timely payments for the construction of infrastructure facilities, all loan obligations, interest payments — all this fell on construction companies, each of which, without exception, has many thousands of teams and huge obligations to financial institutions".
According to him, today business is faced not only with external aggression, but also with the failed domestic policy led by the irresponsible prime minister. Investors in Ukraine feel insecure, and many are beginning to look for investment opportunities abroad.
The state must show interest in business, protect it and guarantee normal working conditions. Such actions can become grounds for dismissal of the prime minister from his position for professional incapacity.
