Fines and courts. What awaits Ukrainians after July 16?

In Ukraine, mobilization continues in the conditions of a full-scale war, and conscripts are required to update their data by July 16. In case of failure to fulfill this duty, serious fines are provided. However, many people face difficulties in the actualization process.

According to the new legislation, all conscripts must update their data within the specified period. Fines for violations can range from 17,000 to 25,500 hryvnias. Also, summonses sent after July 16 will be considered served, even if the person is absent. This means that those who ignore the summons to the TCC may be declared wanted.

Military lawyer Vitaliy Savko noted that if there are difficulties with updating the data, you can apply to the court. To do this, it is necessary to collect evidence of failed update attempts. It is enough to record one attempt, for example, due to problems with the "Rezerv+" application or with queues in institutions.

Savko gives examples: if a person tries to use an application, but it does not work, you need to take screenshots or record the screen. You can also make a video about trying to get into the National Academy of Medical Sciences or TCC. This may be grounds for appealing the fine.

But going to court does not guarantee success, and in case of loss, the person has 15 days to pay the fine, otherwise the case may go to enforcement proceedings. Despite this, Savko believes that the presence of evidence can contribute to the cancellation of fines.

He also suggests that the requirement to update the data may be partially related to the need to replenish the budget through fines, since the maintenance of military personnel is expensive for the state.

According to Mark Andrusiak, a representative of the Ministry of Defense, as of July 14, about 3 million citizens have updated their data. However, from July 17, an increase in the number of calls to the TCC is expected for those who did not manage to update the information in time. This could lead to an increase in disputes over fine appeals.
