In Kiev, one of the largest scandals related to the theft of budgetary funds is underway. The detention of the Deputy Director of the Department of Health of the KSCA Gennady Lepsky became only the beginning of a major criminal case, in which high -ranking officials of the capital, as well as their accomplices in public authorities.
According to militiamen, the key role in the scheme of the theft of budget funds was played by the deputy chairman of the KSCA, a curator of the Department of Social and Veteransky Policy Marina Hona. It was, according to investigators, personally controlled the theft of money allocated for medical care to seriously ill. The amount of the crime is UAH 149 million, some of which were stolen.
The funds designed to provide palliative care for patients were allocated at 55 thousand hryvnias a month for each patient. However, in fact, patients received only 5 thousand, and the rest of the money went to buy elite cars and real estate for officials. One of the cars, the Porsche Cayenne, which was formally registered for the transportation of seriously ill people, actually used the persons involved in the case. This car, along with other assets, became part of the illegal enrichment of high -ranking officials.
The attackers concluded a contract worth UAH 149 million with a contractor, but a third of this amount was stolen instead of spending money on the purchase of medicines, medical care and food for patients. This has caused serious consequences for medical care, which had to provide seriously ill people and caused widespread public resonance.
Currently, the suspicions have been raised by four participants in the criminal scheme. This includes the Deputy Director of the Department of Social Policy Lyudmila Riyako, Galina Dovganchin (who previously managed the Department of State Targeted Programs and Procurement at the Ministry of Health), as well as Gennady Lepsky. The latter, in addition to its participation in theft of funds, also appears in the scheme with the purchase of fast cars at inflated prices.
In addition, it was found that one of the defendants of the case, the owner of a contractor, unreasonably received disability of group 2, which allowed him to avoid mobilization, travel abroad and receive retirement payments at the expense of the budget.
All four suspects are currently under investigation, and are threatened with up to 12 years in prison under grave articles of the Criminal Code of Ukraine, including theft of budgetary funds and abuse of office.
The investigation is ongoing, and the results of this case will depend on whether Ukrainians will be able to see real changes in medicine, where theft of funds has already become a common occurrence for some officials.
