In the Zhytomyr Territorial Directorate of DBR investigators with modest biographies - but not modest income. Operatives with experience only 3-4 years receive salaries of more than 120 thousand hryvnias a month. In the local environment, this has long been considered a sensation - it is a "norm".
One of these is Vitaliy Savich's operative. In 2024, he declared UAH 1.445 million in official income. His wife, prosecutor Tatiana Savich - another 850 thousand UAH. Together, the couple earned more than UAH 2.2 million per year. And this is without taking into account the likely "gray" allowances.
Savich family costs are appropriate. They live in the elite residential complex "Grand City Dombrovsky", where the apartments cost at least 3.5 million UAH. They go to Toyota Camry 70 - worth about UAH 1.3 million.
Another example is Roman Galchuk, who got to the DBR in 2020. According to our sources, his uncle works in the SBU personnel management in Kiev. During the years of service, Roman did not record any resonant cases, but the monthly salary exceeds 120 thousand UAH. He also lives in Grand City.
However, the biggest question is not to income, but to activity. According to our information, neither Savich nor Galchuk deal with real problems in the region - smuggling of amber, forest schemes or drug traffic. Instead, they focus on conflicts with local law enforcement officers, fabricating criminal cases.
One of these cases: Zhytomyr, who was in the field of attention of these investigators, suffered pressure and threats of criminal prosecution by the "drugstone". In response to "loyalty" he received a Cadillac worth about $ 40 thousand.
Later, this man was stopped by patrol officers. He was checked for alcohol. But already in the hospital, as it became known from internal documents, the DBR staff removed from it the equipment installed for control. After that, investigators opened the case ... against the police. Qualification is to obtain undue benefit.
This is just one example of a series of such episodes, where the state repressive apparatus turns into a manipulation tool.
