Grain sold at half the price: court punishes participants in scheme

The Supreme Anti-Corruption Court has issued a guilty verdict in the case of large-scale losses to the state during grain transactions. The former director of the state enterprise "Center for Certification and Expertise of Seeds and Planting Material" Vasyl Sakhnenko and the head of the German-Ukrainian enterprise "BIT" Ihor Trushenko received real prison terms.

The court found both guilty of implementing a scheme to understate the cost of grain. Vasyl Sakhnenko was sentenced to 4 years in prison, Ihor Trushenko to 3 years and 10 months. In addition, they were banned from holding managerial positions and fines were imposed. In a separate decision, the court ruled to collect from the defendants jointly and severally over UAH 13.4 million as compensation for the losses caused to the state.

As the court found, in 2020, the state-owned enterprise concluded contracts with companies associated with Igor Trushenka for the supply of grain for the upcoming harvest. The initial terms of the contracts provided for determining the price of grain taking into account the market value at the time of delivery. However, later the parties intentionally made changes to the documents, removing this clause.

As a result, the grain was sold at almost half the market price. This led to financial losses for the state-owned enterprise in the amount of over UAH 13.4 million, which became the basis for criminal prosecution.

The verdict in the case was passed by judge of the High Court of Cassation Vira Mykhailenko. The materials of the proceedings were received by the court only in February 2025, but the hearing took place in a short time.

The verdict has not yet entered into force. The convicts have 30 days to file an appeal.
