Commercial intimate services in Ukraine can partially get out of criminal punishment. At the same time, tight control over this area is planned. This was stated by the Deputy Head of the National Police Andriy Nebitov in an interview with Telegraph.
According to him, in the context of European integration, Ukraine considers the possibility of partial depnailization of prostitution. It is not about complete legalization, but about the exclusion from criminal prosecution of certain forms of intimate services-subject to clear regulation.
“ It should not turn into chaos and permissiveness. We are talking about tight control and clear rules , ”Nepbit said.
He stressed that prostitution is often related to trafficking in human beings and exploitation, and the management of this "market" is often concentrated in the hands of criminal groups. That is why reforms in this area should take into account not only the economic or legal, but also the security context.
In addition, as the representative of the National Police said, as part of the adaptation of the Ukrainian legislation to the EU standards, changes are already being prepared, which provide non -liable victims of trafficking in human beings, which have been forced to provide intimate services.
Thus, the state seeks to reduce the pressure on persons who are in a situation of coercion and instead focus on the fight against traffic and organizers of exploitation.
“We have to protect the victims rather than punish them. This is the principle that underlies European law enforcement, ”Nepbitov said.
Relevant legislative initiatives are expected to appear in the near future.
