While Ukrainians are fighting for wartime survival, trying to cope with inflation and frozen social payments, officials continue to grow. According to the declarations submitted, in 2024, MPs significantly increased their earnings, and the salary was the speaker of the Verkhovna Rada Ruslan Stefanchuk.
Who received the most
According to the Register of Declarations published by the National Agency for Prevention of Corruption (NAPC), the Speaker of Parliament Ruslan Stefanchuk received an average of UAH 88.9 thousand per month in 2024. For comparison, in 2023 its average monthly salary amounted to 79 thousand UAH. In addition, he received UAH 901 thousand compensation for deputy.
In the second place, Mikhail Makarenko from the faction "Platform for Life and Peace" was in the second place. His average monthly salary in 2024 was UAH 76.4 thousand, which is much more than in 2023, when he received UAH 67.4 thousand a month.
The deputy from the "servant of the people" Vladimir Vatras took the third place, earning UAH 76.1 thousand a month (in 2023 his salary amounted to UAH 67.4 thousand). Also, more than UAH 70 thousand were received on a monthly basis by Maxim Dirdin, Yuriy Pavlenko and Ruslan Knyazevich, although in 2023 their salaries did not exceed this amount.
Total expenses for wages of deputies
For 2025, the state budget provides UAH 1.657 billion for the remuneration of deputies and payroll. This is UAH 250 million more than in 2024, when this amount was UAH 1.407 billion. The total budget of the Department of Affairs of the Verkhovna Rada also increased from UAH 2.9 billion in 2024 to UAH 3.1 billion in 2025.
At the same time, according to the State Statistics Service, the average salary in Ukraine increased by only 23.1%for 2024, while the income of deputies increased by 41%. This causes criticism among experts and the public who believe that the authorities should focus on supporting the population during the difficult economic period, not on increasing their own income.
Is such an increase in the salaries of deputies justified? Would it be worth sending these funds for social payments or defense? The question remains open.
