In the third year of a full-scale war, it would seem that the issue of raiding schemes for re-registration of property and seizure of business using state registrars and employees of the Ministry of Justice will fade into oblivion.
However, according to our sources, raiding schemes are more active than ever, and the leadership of the Anti-Raiding Office may be involved in them.
Thus, the Ministry of Justice of Ukraine is considering a complaint against the actions of the state registrar Gorokhova Nina Viktorivna, who used her official position to help legalize a criminal raiding scheme of illegal acquisition of other people's property belonging to "DENIS GROUP" LLC.
LLC "DENIS GROUP" is engaged in the production of technical and industrial textile products. Economic activity has been carried out since 2017, the Company owned non-residential buildings and structures with a total area of almost 5 thousand square meters, which are located in the city of Kyiv and which was acquired in connection with the acquisition of this real estate in the form of a contribution to the authorized capital of the company.
In October-November 2024, representatives of "DENIS GROUP" LLC became aware that their real estate was transferred to the ownership of an unknown individual. After that, the private notary of the Kyiv City Notary District, the above-mentioned Nina Horokhova, certified the contract of sale of a non-residential building in favor of the buyer - another natural person, and a decision was made on the state registration of ownership of the object, which actually belongs to "DENIS GROUP" LLC.
The raider scheme looks as follows
From 2023, mass dissemination of information about the sale of real estate, owned by "DENIS GROUP" LLC, will begin on the Internet. In August 2024, the Main Department of the State Geocadastre of the Khmelnytskyi region, at the request of an individual, formed and registered a land plot at the address in Kyiv on the street 39/7 Nizhnoyurkivska, in fact, the land plot on which the building is located belongs to "DENIS GROUP" LLC.
In October 2024, representatives of "DENIS GROUP" LLC became aware of the presence on their own territory of a group of unknown persons who claimed to be on the territory of the object belonging to the owner - a natural person selling it. Thus, natural persons tried to sell the property in an illegal way contrary to the interests of the real owner - "DENIS GROUP" LLC.
At the same time, the private notary Gorokhova Nina Viktorivna assisted these individuals, violating all instructions, without checking the documents, she made illegal and unlawful decisions, as a result of which the title documents were actually changed and the state registration of rights to one and the same object of immovable property was carried out, namely: of a separate building belonging to "DENIS GROUP" LLC.
That's how private notary Nina Gorokhova, in the person of the state registrar, helped legalize the criminal raiding scheme by illegally seizing other people's property. In fact, the notary was provided with fictitious and forged documents, on the basis of which she registered the ownership of real estate. Representatives of "DENIS GROUP" LLC filed a complaint against the illegal actions of private notary N.V. Horokhova.
Already on 05.12.2024, a meeting of the Board of the Ministry of Justice of Ukraine was held, at which the complaint against the actions of the state registrar in the field of state registration of the rights of N. V. Gorokhova was considered. But as of today, the decision has not been made.
We remind you that the anti-raiding commission of the Ministry of Justice was headed by Viktor Dubovik for a long time, who was associated with Andriy Dovbenk (suspect of raiding and corruption, ex-investigator of the Ministry of Justice , who is currently hiding from justice abroad).
According to our sources, Viktor Dubovik left his influence on the anti-raider commission of the Ministry of Justice even after his dismissal and starting work in a new position in the Office of the President.
