Criminal proceedings against the director of RBC Kyivbudservice LLC Igor Pashkevich was the result of a large -scale tax scheme that cost the state budget of over UAH 30 million. According to the Bureau of Economic Security, the company did not pay VAT within the contracts with dozens of communal and educational institutions of the capital.
RBC Kyivbudservice - a firm that appeared in August 2023, became a rapidly active player in the public procurement market in Kiev and Boryspil. During the year, the company has concluded contracts of over UAH 180 million. Among the customers are district education departments of the capital, theaters, medical colleges, sports schools.
Of this amount, about UAH 30 million should be paid as value added tax. However, as the investigation was established, the director of the company did not deliberately reflect this amount in the tax reporting, ignoring the mandatory registration of tax invoices in the electronic system.
Thus, the firm avoided the payment of VAT, which qualifies under Part 3 of Art. 212 of the Criminal Code of Ukraine as evasion in particularly large sizes.
Investigators also recorded false data in tax returns, which was confirmed by the conclusions of forensic and economic examination. Pashkevich's actions were also qualified under Part 1 of Art. 366 of the Criminal Code of Ukraine - official forgery.
According to the Bab, the losses are systemic and caused the financial interests of the state.
On April 28, 2025, Igor Pashkevich was informed of suspicion. The Svyatoshinsky District Court of Kyiv seized the property of the person involved - in particular, a land plot with a cadastral number 3221455300: 02: 007: 2020 and an apartment.
This is one of the few cases where a company that has been opened in Ukraine, which has only been able to receive dozens of government contracts in just a year and a half, has become the center of a corruption scandal.
According to the Register, the founders of LLC "RBC Kyivbudservice" are Nadiya Pukhili (Kyiv) and Pavel Shevchuk (Makariv town). The company specializes in construction and repair services and actively received contracts in the education and culture system.
The investigation is ongoing. Pashkevich accomplices in local authorities are established, which could facilitate signing of contracts and close their eyes to fictitious reporting.
