The Oktyabrsky District Court of Poltava obliged the Specialized Prosecutor's Office in the field of defense of the Central Region to initiate criminal proceedings due to the possible appropriation of budget funds during the procurement of quadcopters with the Cradzhskaya City Council. It is part 4 of Article 191 of the Criminal Code - a scatter or appropriation in particularly large sizes.
Back in February, the applicant filed a complaint against the DJI Mavic 3T and 3E drones in 2023-2024. According to him, the Council purchased the equipment at ProZorro at significantly inflated prices - from 193 to 210 thousand UAH per unit at the company of LLC "Group Inrade". For comparison, in other communities similar drones were purchased for 108-168 thousand UAH, and on the market the cost starts from 65 thousand UAH.
The total city council spent:

1.596 million UAH per 8 drones DJI Mavic 3T in LLC InTrade LLC,

287 thousand UAH for 2 drones DJI Mavic 3E in LLC "Main Manufactory".
The applicant also points out that similar models were bought in the FOP and Dronika LLC for 79-84 thousand UAH, which is twice cheaper. This can indicate a deliberate overestimation of prices and withdrawing budget funds.
LLC "Group Inrade" is registered in the Dnieper, its owner - Ismailov Emil Mubarizovich. Since June 25, 2024, the company was included in the AMCU's black list, but this did not prevent it from supplying equipment to the military.
Main Manufactory LLC, another person in charge, now belongs to a Turkish citizen. Before that, Igor Seleznev was its founder, and the director was Andrey Tkachenko.
The specialized prosecutor's office first refused to enter the data in the ERDR, in fact violating the requirements of Art. 214 of the CPC of Ukraine. The court found inaction unjustified and obliged to open criminal proceedings.
