In response to mass complaints about arbitrariness in the Tax Code and abuse during mobilization, a bill has been developed in Ukraine, which provides for radical changes in the procedure of passing the military-medical commissions (VLK) and increasing the responsibility of the territers.
According to the text of the document, three key innovations are offered to change the rules of the game in military commissions and to order the mobilization accounting system.
1. Video Fixing VLK - as a fuse of abuse
One of the main innovations is the introduction of mandatory video recording of the entire procedure for the completion of VLK for mobilized and contractors. The record must be continuous, at least one year and join the personal file. At the request, it will be able to receive the mobilized, law enforcement agencies or court.
This step aims to ensure the transparency and protection of the rights of citizens who often complain of pressure, humiliation or bias.
2. Criminal liability for TCC employees
The bill also provides for the creation of a new Article 337-1 of the Criminal Code of Ukraine, which imprisonment in the form of imprisonment for a term of 5 to 10 years for exceeding power or official powers by the employees of the Tax Code, if their actions are accompanied by violence, threats or humiliation.
This will be a serious signal for all Tercenters who have allowed themselves to violate the rights of conscripts.
3. Punishment for manipulation with VLK
Another important norm is the criminalization of frauds during the passage of VLK. The project of the Law is supplemented by the Criminal Code of Ukraine Article 337-2, which provides from 5 to 8 years in prison for a conscious violation of the order of passing the VLK, which led to illegal conscription or dismissal.
This applies to both employees who "help" to avoid money for money and those who contribute to the mobilization of persons unusable.
The bill has yet to be considered in parliament, but has now caused an active discussion in society. The main message - the system of CCC and VLK should work honestly, transparently and without humiliation of the dignity of citizens.
