From now on, it will not be possible to pass a technical inspection without a video recording. According to the Resolution of the Cabinet of Ministers No. 286 of March 4, 2025 and the Order of the Ministry of Internal Affairs No. 1075 of December 27, 2023, the procedure for mandatory technical inspection of vehicles will be accompanied by full photo and video recording.
All accredited technical inspection points (TIPs) must be equipped with at least two cameras. If necessary, the number of cameras will be increased. Image quality is regulated: the vehicle must occupy at least 70% of the frame area, be captured from all sides, and with the lights turned on.
The control over the implementation of these requirements is entrusted to the service centers of the Ministry of Internal Affairs. They will check the video of the technical inspection, and in case of violation, they will cancel the inspection report. The car owner will be notified. The results of the technical inspection are recorded in an electronic report, which can be checked online on the website of the Main Service Center of the Ministry of Internal Affairs.
There are currently about 800 accredited technical inspection points operating in Ukraine. They inspect both private cars and vehicles carrying goods or passengers.
The following must undergo a technical inspection:

commercial passenger cars (including those with trailers) operated for more than 2 years - once every two years;

trucks up to 3.5 tons - once every two years;

trucks over 3.5 tons, their trailers, as well as taxis - every year;

buses and vehicles carrying dangerous goods - twice a year.
Drivers who operate a car without a valid technical inspection report may receive a fine of UAH 340. If the violation is committed by the technical inspection point, the business entity will pay about UAH 1,400 in fines.
The official publication of the Ministry of Internal Affairs order is currently awaited, after which all these requirements will come into force.
