The process of restoring the destroyed Borodyanka, which is financed by the state budget, turned out to be suspicious due to the participation in tenders of companies with a dubious reputation. In particular, 1.5 billion hryvnias allocated for the reconstruction of the city may become the source of new corruption scandals.
According to the Bihus.Info project, one of the companies to which 376 million hryvnias were planned to be transferred for the reconstruction of the high-rise building was the "Renovation" consortium. However, the audit revealed the company's ties to Cypriot offshore companies, questionable financing and criminal cases of its founders.
The "Recovery" consortium was registered on December 13, 2024 — just one week after the tender was announced. As it turned out, it was created exclusively for participation in this competition. One of the founders of the consortium appears in the cases of fictitious entrepreneurship, legalization of criminal income and manipulation on the stock market.
The YouControl system also confirmed the connection of the founders with companies that had a criminal past. This raises suspicions that the consortium's activities are just a cover for seizing public funds.
Another participant in the tender was the "Veterans of Ukraine" consortium, which includes companies previously associated with the "New Faces" party of Volodymyr Karplyuk, ex-mayor of Irpen. One of the co-owners of this consortium already had a relationship with another high-profile story — a tender involving a "dead" contractor.
After the facts were made public, the tender customer decided to deny the victory to the "Recovery" consortium. However, this is only a partial solution to the problem, because the presence of such players in tender processes undermines confidence in the transparency of Borodyanka restoration.
The situation surrounding the restoration of Borodyanka illustrates a broader problem in Ukraine — corruption in the distribution of budget funds. While the communities expect the rapid restoration of infrastructure, shady schemes and tender manipulations only prolong the process and increase citizens' mistrust.
