The government proposes to set the subsistence minimum at UAH 3,209 from 2026, and increase the minimum wage to UAH 8,647. These figures are included in the draft law "On the State Budget of Ukraine for 2026" (No. 14000).
Article 7 of the document stipulates the minimum subsistence level for certain categories:

children under 6 years old — 2817 UAH;

children from 6 to 18 years old - 3512 UAH;

able-bodied persons — 3328 UAH;

persons who have lost their ability to work — UAH 2,595;
-
special indicator for calculating surcharges in radioactively contaminated areas — 1600 UAH.
This means that the maximum old-age pension, limited to ten subsistence minimums for disabled persons, will increase to UAH 25,950.
At the same time, nothing will change for judges, prosecutors, tax and customs officers: the subsistence minimum for determining their salaries will remain at the level established as of December 31, 2025.
The increase in the minimum wage to UAH 8,647 will automatically increase the minimum social security contribution for individual entrepreneurs. At the same time, the budget provides for maintaining the "calculated amount" for court decisions at the level of UAH 1,600.
The maximum base for calculating the social security contribution in 2026 will be 20 minimum salaries, and for military personnel and police officers - 15 minimum salaries.
