A scheme was exposed in Kyiv, in which city budget funds were spent on the improvement of embankments near private residential complexes. According to the Prosecutor General's Office, officials of the municipal enterprise "Pleso" unjustifiably financed the work that was supposed to be carried out by the developer. The amount of losses exceeds 130 million hryvnias.
The investigation established that, according to the investment agreement, the private company that built the residential complex was obliged to equip the embankment and carry out coastal fortifications at its own expense. Instead, officials of the Pleso municipal enterprise included this facility in the Program for Economic and Social Development of Kyiv and financed the work from the budget.
The photos released by the prosecutor's office show the Rusanivska Harbor embankment on Yevhen Malanyuk Street. The main developer of the complex is the Kovalska company, but part of the buildings are being built by Miskbudinvest, which is the company that won the Pleso Communal Enterprise's tender for the construction of coastal fortifications in this area in 2018.
As a result, the developer not only avoided costs, but also made a profit by creating infrastructure for his own residential complex at the city's expense.
A similar scheme, according to journalistic data, was also in effect in other capital projects. KP "Pleso" financed the construction of reservoirs next to the residential complex "Lebediny" from the companies Perfect Group and Intergal-Bud, as well as the residential complex "Riviera" in Osokorki, which was built by Status Group. In each case, the municipal enterprise spent tens of millions of hryvnias on the improvement of territories that, after the completion of construction, became de facto private zones.
In particular, over 250 million hryvnias were spent near the Lebedynyi residential complex over three years, and almost 48.5 million near the Riviera. All zones were supposed to be open to Kyiv residents, but access to them is limited to residents of the complexes.
By law, areas along water bodies must remain open. The Water Code of Ukraine prohibits restricting citizens' access to coastal strips, with the exception of special facilities - military or hydraulic engineering. However, as lawyers note, the capital's authorities are in no hurry to initiate legal actions to return the embankments to the city.
