Kharkiv Deputy Mayor for Health and Social Protection Nelly Tsybulnyk, who is officially raising her teenage daughter on her own, declared significant amounts of real estate, cars, and cash savings. At the same time, she has a large foreign currency loan in a Georgian bank.
All of the official's real estate is located in Kharkiv and is registered to her personally. According to the declaration, Tsybulnyk owns:
— an apartment with an area of 47.5 m², purchased in 2019 for 389 thousand UAH;
— an apartment with an area of 62.2 m², purchased in the same year for 510 thousand UAH;
— a residential building with an area of 299.3 m² (2021), the cost at the time of purchase was not specified;
— a non-residential building with an area of 403 m² (2020), the price was also not specified;
— two land plots in the city — 351 m² and 971 m²;
— rent of two shopping pavilions of 16 m² each.
In the declaration, Tsybulnyk indicated three vehicles at once:
— Toyota Highlander (2013) — purchased in 2019 for UAH 526 thousand;
— Toyota Corolla (2013) — purchased in 2018 for UAH 152 thousand;
— GAZ-330232 truck (2016) for UAH 400 thousand.
Last year, the official received UAH 1.27 million in salary from the Kholodnohirsk District Administration.
She also declared significant cash savings:
— 170 thousand dollars,
— 10 thousand euros,
— 100 thousand hryvnias.
Since 2018, Tsybulnyk has had a loan from the Georgian TBC Bank. At the end of 2024, the remaining debt amounted to $491,000. Over the year, the official repaid only $45,000 of the principal debt.
Despite her official status as a single mother and lack of business activity, Tsybulnyk owns significant amounts of real estate and cash. The size of her savings and property raises questions about whether they are proportionate to her income, especially given the large foreign currency loan that remains almost unpaid.
