Thus, in the summer of 2023, journalists from the capital's Kyiv Vlad newspaper drew attention to Volodymyr Repik's involvement in the embezzlement of 40 million hryvnias allocated for the renovation of the assembly hall for Kyiv veterans.
We remind you that over 40 million hryvnias were allocated for the overhaul of the assembly hall of the Kyiv Pension for Labor Veterans with the participation of Export LLC (EDRPOU code: 42464713), affiliated with Volodymyr Repik.
Exporta LLC belongs to Andriy Repik, whose companies previously received expensive contracts for the restoration of the Kyiv operetta and the overhaul of the Mariinsky Park, which eventually resulted in criminal proceedings on suspicion of "embezzlement" of budget funds.
At one time, Andriy Repik ran for Kyiv City Council, but was unsuccessful. However, for at least the last ten years, he has likely had support and backing in the Kyiv City State Administration through family ties with the current director of the Finance Department of the capital's administration, Volodymyr Repik.
As KV learned from the ProZorro system announcement data, on July 5, 2023, the Kyiv Pension for Labor Veterans concluded a contract with Export LLC for the overhaul of the assembly hall of its building D at 2 Kubanska Ukraina Street in the Desnyanskyi district of Kyiv. The contract price was 40.65 million hryvnias.
The contract provided for the contractor to perform dismantling and general construction work, install sewage systems, water supply, heating, ventilation, air conditioning, fire alarm, lightning protection and grounding, install equipment, and improve the surrounding area by December 20, 2024.
The contract went to Export LLC without competition, as there were no more interested parties in the tender. And since the procurement was conducted through “open tenders with features”, a contract was concluded with this contractor. We remind you that if only one proposal is submitted for participation in such a procurement, this procurement immediately moves to the stage of consideration of this proposal, and is not canceled, as in open tenders.
According to the data of the analytical system Youcontrol, LLC “Exporta” was registered in 2018 in Kyiv. The authorized capital is 300 thousand hryvnias. The main type of activity is the organization of building construction. The founder is LLC “Arsys Group”, the ultimate beneficial owner is Andriy Repik. The manager is listed as Valentyn Gonchar.
According to Clarity Project, as a result of participating in public procurement, Exporta LLC received 6 orders worth almost 145 million hryvnias. All of the company's contracts were from the capital's municipal enterprises, as well as from the departments of the district state administrations (RDA) of Kyiv.
At the same time, Andriy Repik actively received capital contracts through his other companies. In particular, in 2016-2019 he owned LLC “BK “Novitni Tekhnologii”, from which during this period the Kyiv National Academic Operetta Theater ordered the restoration and reconstruction of its extension for a total amount of over 40 million hryvnias (in 2015 – for 4.8 million hryvnias, in 2016 – 19.65 million hryvnias, in 2017 – for 10.25 million hryvnias and 6.01 million hryvnias). In addition, in 2016 the company received an order from KO “Kyivzelenbud” for a major overhaul of Mariinsky Park for 1.2 million hryvnias, which later became one of the subjects of a criminal investigation by the National Police on suspicion of embezzlement of budget funds.
In 2020-2021, Andriy Repik was the founder of “Operative Bud” LLC, which in 2019 received a contract from the Department of Education of the Darnytsia Regional State Administration for the reconstruction and addition of kindergarten No. 345 for over fifty million hryvnias.
In addition to his active business activities, Andriy Repik had political ambitions and probably has connections in the Kyiv City State Administration. In 2015, he ran for the Kyiv City Council from the Unity party of the former Kyiv mayor, the now deceased Oleksandr Omelchenko. And in recent years, Andriy Repik has shared property with the current director of the Kyiv City State Administration Department of Finance, Volodymyr Repik, and his wife Anna Repik, as indicated in their declarations. It was not possible to find out what property Andriy Repik is talking about and who the Repiks owe their property to, because under martial law, the texts of the declarations are hidden. However, it can be argued that they clearly have family ties, and are not namesakes.
It should be noted that Volodymyr Repik, before his appointment to the Kyiv City State Administration in 2010, headed the Department of Financing and Economic Analysis of the Ministry of Housing and Urban-Rural Development, and before that, he worked for many years in various positions in the State Treasury, including in the Kyiv department of this department. Volodymyr Repik was called a protégé of the former head of Kyiv, Oleksandr Popov, who in 2010 was appointed to manage the capital from the head of the Ministry of Housing and Urban-Rural Development.
Another high-profile scandal with a clear corruption flavor took place in 2024 - due to Volodymyr Repik's involvement in the embezzlement of 215 million hryvnias for the renovation of the Bykivnyanska school, which was awarded to the same Exporta LLC without a competition.
High-profile corruption scandals involving Volodymyr Repik are taking place against the backdrop of a constant increase in his official salary at the Kyiv City State Administration.
Thus, for 2024, Volodymyr Repik, as Director of the Finance Department, was paid UAH 1,178,758.7. This is an average of UAH 98,230 per month.
Considering that for the entire year 2021, Volodymyr Repik was paid UAH 758,277.3, during the full-scale war with Russia, the salary of the official, who is a figure in a number of high-profile anti-corruption investigations, actually increased by 55%.
