A private firm associated with the former head of the Donetsk regional administration and the current head of the Antimonopoly Committee of Ukraine (AMCU) Pavlo Kyrilenko received contracts for 414 million hryvnias to restore heating and water supply in the region. Information about this was made public by 368.media.
Contracts and terms of performance
The private enterprise "Poli" from Dnipro won five tenders for the restoration of heating and water supply in the cities of Selidove, Myrnograd and Sviatohirsk. Tenders were announced in the period from June to September 2023, and the last two contracts were signed on September 5, the last day of Pavlo Kyrylenka's tenure as the head of the Donetsk Regional State Administration.
The initial cost of the works was 364 million hryvnias, but later increased to 414 million hryvnias due to contract adjustments. The contractor received contracts without competition, as well as without supporting documents about the experience of similar works or financial statements.
Questions to the company and delays in work
The company "Poli" previously engaged in the repair of washing machines and did not conduct activities in 2021-2022. In 2020, its annual turnover was only 132 thousand hryvnias. Nevertheless, the housing and communal services department of the Donetsk State Administration signed contracts with her. At that time, Serhii Honcharenko, the brother of the head of the Kramatorsk City Military Administration Oleksandr Honcharenko, was dealing with the documents.
For four out of five contracts, the company did not have time to complete the work on time, which led to delays. For example, the modular pumping station for Sviatohirsk was postponed until April 30, 2024, and the installation of boiler houses in Selidovo was postponed until December 25, 2023, but even these deadlines were not met.
Questionable purchase prices and changes in the company
Prices for solid fuel boilers from "Poli" were higher than market prices. For Selydovo boiler houses were supplied at 37.6 million hryvnias each, while Kharkiv Heat Networks bought two boiler houses for 48.7 million hryvnias in July 2024.
After receiving the funds, the company changed its place of registration from Dnipro to Kyiv, and the new director and owner is a citizen of Uzbekistan, Bakhtiyor Yuldashev, who has registered about 100 companies in Ukraine.
Corruption suspicions
Pavlo Kyrylenko, the current head of the Ukrainian Association of Ukrainian Workers' Union, was suspected of false declaration and illegal enrichment. According to the investigation, he acquired a significant amount of real estate and a luxury car by registering the property in the name of his wife's relatives. We are talking about 7 apartments, a house near Kyiv, garages, parking spaces and a BMW X3 car. These assets were not listed in his declarations for 2020-2023.
