Former Chief of Police of Chervonohrad District was driving an arrested Audi Q7 with fake license plates

The court found Andriy Lysiak, the former head of the Chervonohrad regional police department, guilty of participating in illegal actions with respect to property that had been seized, but released him from punishment due to the expiration of the statute of limitations. The incident occurred in April 2022: according to the investigation, Lysiak illegally took possession of the seized Audi Q7 car, which was kept at the arrest site as material evidence in criminal proceedings, installed license plates from a Volkswagen Caddy on it and drove around the city several times until the car was stopped by patrol officers.

Investigators charged the former chief with suspicion under Part 1 of Article 388 of the Criminal Code of Ukraine — illegal actions with respect to seized property. In court, the accused pleaded not guilty, referring to the decision allegedly in place at the beginning of the full-scale invasion to transfer cars for the needs of the Armed Forces of Ukraine and claiming that the Audi Q7 was repaired by volunteers and was also used by other police officers. At the same time, Lysiak himself admitted that he knew about the car's seizure and explained the trips as "official necessity."

The service station employees confirmed that they repaired the car at the request of the police, but they were not provided with documents for the transfer or approval of the repair. Other law enforcement officers testified that the car was not on the list for transfer to the military. Judge Nelya Otchak found Andriy Lysyak guilty and imposed a fine of 17 thousand hryvnias, but released him from actual punishment due to the expiration of the statute of limitations. In addition, the former boss must reimburse almost 36 thousand hryvnias in costs for the examination. The verdict is subject to appeal.

Andriy Lysiak is originally from Khmelnytskyi and has been working in law enforcement since 2002. In 2021, he headed the Sheptytskyi District Police Department in the Lviv region, before that he was the head of the Yavoriv District Police Department, and since 2023 he has been working as a senior police officer in the prevention sector in the Khmelnytskyi region.
