In the Odessa district, law enforcement officers have sent an indictment to court against the former head of the education, culture, tourism, youth and sports department of a village council. She is accused of organizing a scheme to overstate the cost of work during the renovation of a kindergarten.
According to the prosecutor's office, the official began major roof repairs without proper budget allocation and legal grounds. The design and estimate documentation was created based on an oral agreement with the designer, without technical specifications and with gross violations of state building codes.
The cost of individual materials was overestimated several times in the estimate. In particular, mineral wool insulation was laid at over 7,700 UAH per cubic meter, although its market price is about 1,100 UAH.
To obtain financing, the official initiated the allocation of funds from the reserve fund under the pretext of eliminating the consequences of bad weather. The procurement was carried out without using the Prozorro electronic system, relying on illegally produced documentation.
In December 2023, a contract was signed between the department and a private company for over UAH 3 million. The work was performed at inflated prices, which led to losses for the Dobroslav Village Council budget of almost UAH 1 million.
The indictable act has now been transferred to the court, which will decide the future fate of the former official.
