The government has adopted new rules for serving summonses: now they are considered served from the moment they are sent

The Cabinet of Ministers adopted Resolution No. 1062 of September 1, 2025, which changes the procedure for conducting conscription during mobilization. From now on, not only the Ministry of Defense and state printing enterprises are involved in printing and sending summonses, but also regional CCCs and JVs, as well as Kyiv and Sevastopol city centers. They have received the right to conclude contracts with postal operators and printing houses.

JSC Ukrposhta has been designated as the official delivery operator, however, the government may appoint another postal operator.

Yaroslav Romanenko, Head of the Center for Methodological Assistance and Coordination of the Volunteer Movement of Lawyers, explained:

«Sending a summons by registered letter with a description of the attachment and a notification of service to the address of the registered or declared place of residence is recognized as the proper method of service. This means that the legal fact of service occurs from the moment of sending such a postal item, even if the addressee has not actually received the letter.».

At the same time, the lawyer emphasized that the mere fact of not receiving the letter does not exempt the conscript from the obligation to appear when summoned, but is also not an automatic basis for a fine. To impose penalties, the CCC and the SP must have postal confirmation of delivery and a correctly executed summons with all the details.

Experts emphasize that courts will assess each case individually, guided by the principle of strict adherence to legality. Failure to appear at the time and place specified in the summons is not in itself an automatic violation of the law.
