The head of the municipal enterprise "Mykolaivkomuntrans" Andriy Vetsalo found himself in the spotlight due to the size of his bonuses, which significantly exceed his salary. In the first eight months of 2025, he received more than 770 thousand hryvnias in bonuses, and in June this amount reached a record level - 177.9 thousand hryvnias with a salary of only 7 thousand, which exceeds his salary by 25 times.
In total, from January to August 2025, Vetsal's income amounted to about 1 million hryvnias, including bonuses, vacation pay, and travel expenses. For comparison, in 2021 he purchased a HYUNDAI Tucson crossover for 1.1 million hryvnias. Such payments significantly exceed the average salary level in the region, which has raised numerous questions from the public.
The Central District Court of Mykolaiv has scheduled a preparatory hearing for September 24, 2025 in a criminal case regarding the possible appropriation or embezzlement of property in particularly large amounts through abuse of official position. The case involves the State Enterprise "Plemreproduktor "Stepove", which has 71 enforcement proceedings and has previously been the subject of criminal investigations for embezzlement of property.
The enterprise, registered in 2003 in the village of Stepove, Mykolaiv region, is engaged in the cultivation of grain crops, vegetables and melons, as well as the breeding of dairy cattle. Its current acting director, Oleksandr Sova, also owns the construction company Budsistemy Group and previously managed other enterprises that have ceased operations.
The case highlights problems with control over budget and state funds, as well as issues of transparency in payments to municipal executives.
