Anti-corruption authorities, together with the National Police, have reported suspicions to the acting head of one of the Central Territorial Departments of the Ministry of Defense. According to the investigation, he organized a scheme to obtain illegal benefits from a Kyiv developer.
As reported by Ukrainska Pravda with reference to the NABU and SAPO, the official promised to help win the competition for the construction of an apartment building for the military in the Svyatoshynskyi district of Kyiv. For such “services”, he estimated his help at 1.3 million US dollars. Several more people were involved in the scheme, and the money was planned to be transferred in three tranches through bank safes: 100 thousand dollars after the start of the competition, 400 thousand after signing the contract and 800 thousand after the completion of the first stage of work.
Later, the amount was reduced to $1 million. The developer transferred the first tranche, after which in June 2025, law enforcement officers detained the participants in the scheme immediately after receiving part of the funds. The collected evidence allowed them to suspect the high-ranking official himself.
According to the Investigative Committee, this is the acting head of the Main Department of Property and Resources of the Ministry of Defense, Vitaliy Haiduk. The investigation believes that he received a bribe from the director of Astron Trade LLC, Serhiy Shafransky, for assistance in signing an investment agreement for the construction of a 16-story residential complex in the Svyatoshyn district.
The official's actions were qualified under Part 4 of Article 368 of the Criminal Code of Ukraine - receiving an unlawful benefit by an official who provides public services.
According to sources, on June 10, while receiving $100,000, employees of the Department of Strategic Investigations and the Main Investigation Department of the National Police detained a representative of the Special Operations Forces, Lieutenant Colonel Oleksandr Tyrsha, and a representative of the Ministry of Defense, Oleksiy Stasiuk.
The court chose a preventive measure for all suspects in the form of detention with bail of 53 million hryvnias for each, later the amount was reduced to 40 million. As of August 12, no one had posted bail.
