The head of the Main Directorate of the National Police in Kyiv, Dmytro Shumeiko, has found himself in the spotlight due to a number of facts that cast doubt on his integrity and the legality of his accumulated wealth. Despite his long service in the militia and police, his career is accompanied by questions to which there are still no official answers.
One of the key questions is how exactly Shumeiko avoided lustration. By law, he was subject to its requirements, but this did not cause any consequences for him. Shortly after that, he continued his career in the police, defended his dissertation under the supervision of Oleg Tatarov and, according to experts, did so with obvious plagiarism. Shumeiko himself does not comment on the accusations.
However, his activities in Kyiv raise the most questions. According to sources, Shumeiko has formed a system of control over a number of city schemes - from tender purchases to fairs, where allegedly illegal paid access to places is in operation. Such mechanisms allow redistributing budget funds in favor of controlled structures and forming stable cash flows. Some market participants complain that the police here have become an instrument of pressure and "regulation."
Despite the official salary of UAH 1.3 million for 2023, the family of the head of the capital's police owns assets that are difficult to explain only by the income of a civil servant. These include several apartments in Kyiv with a total area of over 270 m², shares in country houses and land plots, as well as significant amounts of cash in hryvnia and dollars. Separately, Shumeiko declares the right to use the facilities of the Baza Volna sports complex and a plot of over 800 m², registered as a legal entity and relatives.
Analysts note that the combination of these factors indicates not only possible corruption risks, but also the creation of an influential shadow network that allows the head of Kyiv's police to influence the business environment and processes in the city far beyond his formal powers. Under such conditions, investigations into Shumeyk's activities are effectively blocked, and the system he built continues to operate and provide stable profits.
