Heads of Kyiv City Council and Kyiv City State Administration are suspected of embezzling tens of millions of hryvnias

In Kyiv, law enforcement officers have uncovered large-scale abuses during procurements by municipal enterprises and structural units of the Kyiv City State Administration. The total losses to the capital's budget amounted to almost 73 million hryvnias. This was reported by the Kyiv City Prosecutor's Office.

Suspicions have been raised against 14 people, including 12 officials of utility companies, departments of the Kyiv City State Administration and district administrations, as well as two heads of contracting organizations.

According to the investigation, the schemes consisted of overpricing or improper control during the procurement of road salt, electricity, repair work, spare parts for ambulances and fire and rescue equipment.

Among the suspects is the head of the Kyivpastrans department, due to whose actions overpayments for electricity amounted to more than 47 million hryvnias. Also, the former general director of Kyivzelenbud, the chief agronomist, and the head of the company, who are suspected of embezzling 4.8 million hryvnias during ragweed eradication work.

The director of the Department of Municipal Security of the Kyiv City State Administration admitted to overpaying almost 11 million hryvnias when purchasing special equipment. The former head of the Kyivzelenbud department and a contractor embezzled 800 thousand hryvnias on the improvement of Orlyatko Park. The head of the Solomyansky District SHEU service admitted to overpaying 2 million hryvnias for road salt, and the former head of the SHEU Podilsky District purchased posts for 1.5 million hryvnias that did not comply with DSTU.

Also among the suspects is the head of the Kyivmedspetstrans service, who, together with other officials, squandered 1.9 million hryvnias on the purchase of spare parts for ambulances. The head of the Holosiivskyi district SHEU purchased low-quality salt, causing losses to the budget of 1.4 million hryvnias.

Separately, law enforcement officers reported suspicions to the head of the Holosiivska RDA department, who embezzled almost 1 million hryvnias during the repair of a parking lot. The head of the Solomyanska RDA department and the contractor are responsible for losses of over 500 thousand hryvnias during the repair of a school roof. An official of the Svyatoshynsk psychoneurological boarding school is involved in the embezzlement of about 700 thousand hryvnias during the repair of a hybrid solar power plant.

All suspects are charged with embezzlement and misappropriation of budget funds. If convicted in court, they face up to 12 years in prison with confiscation of property.
