The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have reported new suspicions within the framework of the "Clean City" operation, which is aimed at revealing corruption schemes in the management of land and budgetary resources in Kyiv. These include the former deputy head of the Kyiv City State Administration and his accomplice.
According to the investigation, in 2023–2024, they organized the registration of a number of "buildings" under false names. The documents indicated that these structures were allegedly built in the early 1990s. After registration, the objects were purchased by controlled enterprises, which applied to the Kyiv City Council with applications for the formation of land plots for their maintenance and the transfer of these plots for use.
As the detectives note, in order to secure the right to the land, the participants in the scheme, together with a deputy of the Kyiv City Council, the head of the land commission, initiated the construction of primitive structures on the territories — the so-called "toilets." After that, technical passports were produced and ownership of these structures was registered.
NABU reports that the suspects also transferred funds to unidentified representatives of law enforcement and regulatory agencies so that they would not react to illegal construction and would not obstruct the registration procedure.
According to the investigation, the potential losses to the territorial community of Kyiv from such actions exceed UAH 19.5 million. In total, nine people have already been given the status of suspects in the case regarding land decisions in the capital. Two of the defendants are on trial, and a guilty verdict has already been issued against another participant.
Anti-corruption authorities continue procedural actions in the case, which covers several episodes and different levels of officials.
