During the investigation, an organized criminal group was exposed, which included the head of the Rivne Regional State Administration Volodymyr Koval, his deputy Lyudmila Shatkovska, director of the Department of Construction and Architecture Andriy Yarusevich, as well as the head of the KP "Rivne Regional Hospital of War Veterans" Anatoliy Burachyk.
The perpetrators, acting in collusion, implemented a large-scale scheme to embezzle budget funds intended for the construction of a medical and rehabilitation building for war veterans and internally displaced persons in the village of Klevan.
According to the investigation, the criminal scheme used fictitious tenders, in particular involving the controlling private enterprise "Modena". Officials artificially inflated the cost of the work performed, used "conversion centers" to evade taxes and legalize funds obtained through criminal means.
Representatives of the State Tax Service, the State Audit Service, and other law enforcement and regulatory agencies were also involved in the illegal activity. They received illegal benefits for failing to conduct proper inspections, enter data into the Unified Register of Pre-Trial Investigations, and investigate relevant offenses.
The Bureau of Economic Security of Ukraine entered information into the ERDR under number 72025001420000068 dated August 5, 2025 under Part 5 of Article 191 of the Criminal Code of Ukraine - appropriation of someone else's property by abuse of official position on a particularly large scale.
The investigation is ongoing, with law enforcement officers checking all participants in the scheme and the involvement of other individuals.
