The High Qualification Commission of Judges (HQCJ) has not made a decision on the dismissal of Volodymyr Luhanskyi for more than half a year , who illegally received additional payments for a fake academic degree.

Back in August 2024, the Anti-Corruption Center (ACC) discovered that Luhansky had a fake “Doctor of Philosophy” degree and was receiving salary increases totaling over 160,000 hryvnias. In September 2024, the ACC appealed to the HQCJ, the High Council of Justice (HCJ), and the National Anti-Corruption Bureau (NABU) to investigate the case and take appropriate measures.
In response, the HQCJ assigned the consideration of this issue to commission member Ruslan Melnyk, who created a working group of three HQCJ representatives and three representatives of the public. However, after four months, this group was unable to officially confirm the fact of receiving illegal payments, despite the presence of all the necessary evidence.
Currently, Volodymyr Luhansky continues to work at the HQCJ, in particular, participating in interviews of judicial candidates, assessing their integrity and academic integrity. At the same time, since the moment his fraud was exposed, he has received over 2 million hryvnia in salary.
The situation around Luhansk raises serious questions about the work of the HQCJ and the effectiveness of mechanisms for monitoring the integrity of judges, as the institution that is supposed to clean up the judicial system is actually ignoring an obvious corruption scandal within its own ranks.
