Former Kharkiv Oblast Prosecutor Oleksandr Filchakov, who for years has been linked to inaction regarding torture in the so-called "Kharkiv Gulag", currently holds the position of Deputy Head of the 3rd Department of Procedural Management of the Kharkiv Oblast Prosecutor's Office.
Despite their scandalous past, Filchakov and his family demonstrate considerable financial security. According to declarations, the family owns real estate worth over UAH 3.25 million:

a land plot in the village of Solonytsivka (1200 m²), registered in Filchakov's name;

two apartments in Kharkiv — 144 m² (490 thousand UAH) and 75 m² (32 thousand UAH), which are used by family members;

a land plot in Kharkiv (1,000 m², 731 thousand UAH) and a house (252 m², 2 million UAH), registered in the name of his wife Yulia.
In addition, the family uses two cars owned by third parties: a BMW X5 (2012) and a Toyota Land Cruiser Prado 120 (2008).
In 2024, the total family income was UAH 3.6 million. Filchakov himself received the bulk of the income: UAH 1.88 million in salary from the prosecutor's office and UAH 1.05 million in pension. His wife Yulia additionally earned UAH 439,000 from entrepreneurial activity, UAH 215,000 from independent professional activity, and UAH 16,000 in social payments from the Cabinet of Ministers.
The family also declares almost UAH 1.9 million in cash. Such financial wealth raises questions, especially against the backdrop of accusations of inaction regarding torture in the Kharkiv SIZO, which have received widespread public attention.
