Despite martial law and general mobilization, questions about the appearance of representatives of territorial recruitment centers when serving summonses remain among the most common. In particular, Ukrainians are concerned about whether employees of the TCC can perform their duties in civilian clothes.
Lawyer Maryna Bekalo, in a comment to TSN.ua, provided comprehensive explanations and reminded that the procedure for the work of the CCC and the Joint Service is regulated by the Resolution of the Cabinet of Ministers No. 154. According to the document, territorial centers are military management bodies that implement state policy in the field of mobilization, military duty, and military service.
The CCC staff is staffed by military personnel, civil servants, and employees of the Armed Forces. It is the status of a person that determines what he or she should work in. If an employee is a military personnel, he or she is required to wear a military uniform, as stipulated in Article 7 of the Law of Ukraine "On Military Duty and Military Service."
" If an official is a serviceman of the CCC and the SP, then such a person is obliged to wear a military uniform ," Bekalo explained. CCC servicemen must be dressed in the established general military uniform of the Armed Forces of Ukraine with the appropriate insignia, determined by orders of the Ministry of Defense No. 606 and No. 370.
However, not all members of the alert groups are military personnel. According to the lawyer, civilian representatives can also work in such groups: heads of condominium associations, employees of enterprises, educational institutions or local government bodies. They do not have military status, so they can be in civilian clothes.
" A serviceman of the CCC and the SP who is part of the alert group cannot be in civilian uniform while performing official duties. If there are civilians in the group, they can, of course, be in ordinary clothes ," the specialist summarized.
Thus, the delivery of summonses by persons in civilian clothes is possible only if these people are not military personnel of the CCC, but are included in the notification group as civilian representatives.
