The Ministry of Internal Affairs exposed a scheme with a new electronic queue for drivers

The main service center of the Ministry of Internal Affairs has introduced a new electronic queue for drivers, but behind the beautiful picture lies an old problem - fictitious tenders and "their" contractors. This is reported by the TG channel "Unbelievable, but true."

As it turned out, the Hertz system was installed before the official competition was held. The tender for its purchase was announced only formally, in order to cover up a decision that had already been made.

In January 2025, the GSC announced the start of testing of the new system in service center No. 3243 (Brovary). From January 7, they began serving customers with new coupons. The key difference: now the administrator can independently generate the necessary coupons. Whereas in the previous system, the algorithm did this automatically, taking into account the load.

The Odesa company belongs to Gennady Besedovsky, Vitaly Kozubsky, Olena Pysania, Denis Tkach, the Investment Asset investment fund, and Anna Sushkina. In recent years, Hertz has been steadily absorbing state millions: since 2016, it has received orders for UAH 451 million.

The company earned the most in Kyiv, servicing the "Unified System of Automated Charges" for utility payments.

In essence, the Ministry of Internal Affairs has implemented a new scheme: the system is already working, money is being absorbed, and open bidding has become a formality. Instead of real competition in the market, we are once again seeing closed agreements, where the main beneficiaries are “their” companies, and not the citizens whom the state should serve.
