In 2024, the Poltava Regional Military Administration concluded 16 contracts for the construction of fortifications in the Donetsk region for a total amount of over 372 million hryvnias. However, as reported by People's Deputy Yaroslav Zheleznyak, at least 200 million hryvnias of these funds disappeared, and instead of proper protection, the military received in fact "apparent positions" that did not meet basic technical requirements: there were no overlaps, camouflage, drainage, and protection from drones.
According to the investigation, tenders were controlled by the "right" companies - ENKI Construction LLC and Premium Active LLC. Materials were purchased several times cheaper, and resold to the state at inflated prices. For example, pyramids for the barrier were bought for 542 hryvnias, and sold for 2,161 hryvnias, wood was bought for 1.3 million, and sold for almost 8 million.
Records of conversations between officials indicate deliberate concealment of work delays and fictitious contracts. The scheme involved law enforcement agencies that guaranteed the "roof", the tax service provided the conversion of funds, and banks and cashiers converted the money into cash. The funds were distributed among officials, businesses, and security forces, and the main figures involved received career protection in the capital.
The most cynical thing is that the company “Primum Aktiv”, which has already been involved in scandals, is now receiving new contracts for road repairs in the Poltava region worth over 1 billion hryvnias. NABU has opened proceedings on the facts of embezzlement and abuse of office, but the question of real responsibility remains open.
The scandal raises a number of serious public questions: how is it possible to steal in defense during a war, is this just the tip of the iceberg of systemic corruption, and are law enforcement agencies finally ready to investigate the case without covering up the guilty? A complaint has been filed demanding an audit of the Poltava OVA, an inspection of tenders involving ENKI Construction LLC and Premium Active LLC, and ensuring that the guilty are brought to justice.
