Appointed in May 2025 as the head of the Darnytsia District State Administration of Kyiv, Oleksandr Kovtunov reported in his declaration for 2024 significant savings in foreign currency and significant debt obligations.
According to the declaration published by the NACP, last year Kovtunov received UAH 945.48 thousand in income, of which UAH 944 thousand was his salary as deputy head of the Darnytsia Regional State Administration. The rest — about UAH 1.5 thousand — is payments from the trade union, a gift, and bank interest.
Among the declared assets are 45 thousand euros in cash and 16 thousand UAH in bank accounts. The official owns an apartment in the village of Khodosivka, Obukhiv district, with an area of 74 sq. m (not yet put into operation). In addition, he is registered and lives in an apartment in Kyiv with an area of 57 sq. m, which belongs to Valeria Kovtunova (66.7%) and Zoya Yatsun (33.3%).
Kovtunov's fleet consists of one car — a 2017 Audi S5, purchased in 2021.
At the same time, the new head of the district has significant debt obligations. He declared two loans in euros inherited from Valeria Kovtunova and Zoya Yatsun, totaling 100 thousand euros. In 2024, Kovtunov also took out two bank loans for 260.87 thousand UAH and 78.72 thousand UAH. At the current exchange rate, the total amount of the official's debts is about 5.1 million UAH.
