The number of civilian deaths and injuries in Ukraine increased by 31% in the first nine months of 2025 compared to the same period last year. This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, referring to a new report by the UN Human Rights Monitoring Mission in Ukraine.
According to the mission, in September 2025 alone, at least 214 civilians were killed and another 916 were injured. The largest number of casualties occurred in the frontline regions - Donetsk and Kherson regions, which are under systematic shelling by Russian troops.
According to Lubinets, attacks on Ukraine's energy infrastructure, which intensified in September, continued into October, creating additional risks for the civilian population. The Ombudsman stressed that such actions violate international humanitarian law and should be qualified as war crimes.
Meanwhile, Prosecutor General Ruslan Kravchenko has initiated amendments to the Criminal Code of Ukraine that would provide for life imprisonment for especially serious crimes against children. The proposal has already been sent to the relevant committee of the Verkhovna Rada.
Experts emphasize that the combination of military threats and internal reforms in the justice sector demonstrates the state's attempt to protect citizens not only on the front line, but also at the legislative level.
