Inflated prices and an attempt at "buy-back": scandalous purchases in the Chernihiv OVA

In mid-January, allegations emerged about the purchase of construction materials for the restoration of the Chernihiv region at inflated prices. In particular, lumber was allegedly purchased at 15,000 hryvnias per cubic meter. These actions fall directly under the assessment of the leadership of the OVA, which was responsible for planning, controlling, and approving purchases, and therefore bears personal responsibility for the reasonableness of the expenditure of public funds.

The head of the OVA, Vyacheslav #Chaus, claims that the price was justified by market conditions and delivery logistics. However, the fact that it was he who formed the applications, controlled the purchases and coordinated the financing indicates direct participation in creating the conditions for the purchase at an inflated price. In accordance with budget legislation and public procurement norms, the head of the body bears personal responsibility for the effective and economical use of funds.

The available documents and evidence indicate that the purchases were made without proper market analysis and verification of the real cost of materials. Despite this, Chaus controlled the process and signed the relevant applications, and the attempt to "pay off" by transferring funds only confirms the intention to avoid responsibility. Such behavior creates grounds for qualifying Chaus' actions as abuse of office and violation of the principles of effective use of budget funds.

As a result of these actions, the region suffered losses, and the facts of the attempted "buy-off" with cash indicate an attempt to avoid legal liability. Chaus's responsibility for these actions is not limited to the internal assessment of his subordinates, because it was he who signed and approved the financing, which led to the overspending of state resources.
