Undercover raiding: how the Tarpan structure managed to stop legal decisions about corporate rights

Former Odessa City Council member Ruslan Tarpan, who is on the international wanted list for aiding an aggressor state, continues to influence the activities of an organized crime group operating through the structures of the Ministry of Justice and the Cassation Economic Court within the Supreme Court. This is stated in a complaint filed with the competent authorities.

According to the applicants, the purpose of the scheme is to interfere with the corporate rights of Ukrainian enterprises and legalize funds obtained illegally.

The central role in the mechanism is played by a foreign company, SILVERILL TRADING LIMITED (Cyprus), whose beneficiary is Tarpan's wife, Oksana Shyshovskaya. It was on her behalf that the Ministry of Justice received a number of complaints filed without legally confirmed authority and without an electronic signature.

Despite these violations, on April 10, 2024, the Ministry of Justice issued Order No. 1030/5, which illegally canceled the registration actions regarding Business Equipments Ukraine LLC, owned by Business Equipments Limited Joint Stock Company.

In July 2024, the Kyiv Commercial Court declared the Ministry of Justice's order illegal. A similar position was supported by the Court of Appeal.

However, on March 19, 2025, the presiding judge of the Economic Court of Cassation, Olena Kibenko, issued a ruling to suspend the decisions of the previous instances. The panel also included judges Svitlana Bakulina and Iryna Kondratova.

According to the applicants, these actions created the prerequisites for the preservation of an illegal administrative act that benefits a company associated with Tarpan. In doing so, it is alleged that the judges ignored existing case law and showed selectivity.

Who could be involved?

The complaint demands to verify the actions of officials of the Ministry of Justice:

  • Olena Ferens

  • Igor Ponochovny

  • Vyacheslav Khardikov

As well as private notary Oleksandr Sokurenko, who performed actions in favor of SILVERILL TRADING LIMITED.

A separate requirement applies to Supreme Court judges:

  • Elena Kibenko

  • Svetlana Bakulina

  • Iryna Kondratova

The applicants also call for financial monitoring of SILVERILL TRADING LIMITED, blocking of its bank accounts and investigation of the sources of funds.

Ruslan Tarpan is known in Ukraine for his involvement in high-profile corruption scandals, including the failed Deep Water project in Odessa. He is hiding abroad and is involved in proceedings related to cooperation with the Russian Federation.

The published facts about the influence of its structure on the judiciary and Supreme Court judges may become a test for state institutions in the fight against judicial corruption and raiding.
