The cost of repairing the Ministry of Internal Affairs medical facility in Khmelnytskyi has increased several times: the tender was won by a firm without competition

The restoration of medical institutions of the Ministry of Internal Affairs system should be an example of the effective use of public funds and safety for patients. However, the story of the renovation of the rehabilitation center and dining room of the State Enterprise "Territorial Medical Association of the Ministry of Internal Affairs for the Khmelnytskyi Region" shows a completely different picture.

On August 21, 2025, following the results of the tender, a contract worth UAH 34.41 million was awarded to the private enterprise "Sport-Progress". The project includes the repair of water supply, sewage, heating and ventilation systems, replacement of power supply and lighting, installation of fire alarms and lightning protection, as well as the installation of new equipment.

Analysis of the work estimate revealed significant discrepancies with market prices. For example:

  • the Idea AHE-150WB1 supply and exhaust ventilation unit is included in the estimate at 1.21 million UAH per unit, while its cost on the market is about 110 thousand;

  • BauGut Facade mineral wool insulation 135 kg/cubic m is estimated at 4.9 thousand UAH per cubic meter, which is 39% more expensive than the average price;

  • VVG 3x2.5 cable — 60 UAH per meter (20% higher than the market);

  • TPK "Effect" 0.45 mm Z100 metal tiles were taken into account at 550 UAH/m², twice as expensive as the average offers.

Only on these positions, possible overpayments are estimated at about 3 million hryvnias.

The firm was awarded the contract virtually automatically — no other bidders applied for the open tender. The requirements for potential contractors were drafted in such a way that competition seemed unlikely: they had to have at least 30 employees, provide a contract of similar experience for the past three years, and ISO certificates in five areas at once.

"Sport-Progress" confirmed its experience with a contract with the same customer — the State Enterprise "TMO of the Ministry of Internal Affairs for Khmelnytskyi Region" — for the construction of a medical and dormitory building for UAH 175.14 million. However, according to the documents, the company actually completed only UAH 1.5 million of work.

Formally, all procedures look legal: the tender was announced in Prozorro, the requirements were written out, the contract was signed. But in fact, the situation creates a risk that budget funds will be spent on overpriced materials and equipment, and the quality of the work will be ignored.

Similar examples demonstrate a systemic problem in public procurement: formal tendering, lack of real competition, and the "right" contractors who receive tens of millions from the budget.

Residents of the Khmelnytskyi region are expecting a modern and safe medical facility, but whether the state will receive a quality result for 34 million is an open question.
