Over the past four years, the National Bank of Ukraine has recorded more than 3,100 complaints about the activities of debt collection companies. In 2025 alone, almost a thousand applications were received, which exceeds the figures of the previous year. This is reported by the publication "Law and Business" with reference to the Prosecutor General's Office.
According to the data, the National Bank receives an average of 104 complaints per month. This is a third more than last year and twice as many as in 2023. More than 60% of all complaints were received in the last two years, which indicates an increase in problems in the interaction of debtors with collectors.
Since 2021, when the new law on debt collection activities came into force, only companies registered in the NBU Register of Collection Companies have the right to contact debtors. For violating the rules of operation, unscrupulous collectors may receive fines, restrictions on their activities, or be excluded from the register.
Since the registry began operating, 82 companies have joined it, but the pace of registration has slowed significantly since then: only five companies were added in 2022, and only one in 2025. Currently, 74 companies are registered in the registry, and their total revenue last year exceeded 1 billion hryvnia.
