Stolar's quiet empire: how Medvedchuk's associate controls Kyiv land and builds villas in Dubai

Despite the SBU's loud statements about "eradicating" pro-Russian influences, Medvedchuk's ally and former People's Deputy from the People's Party of Ukraine Vadym Stolar continues to increase control over the capital's assets. His business structures are buying up land, freezing investors' residential complexes, and simultaneously financing luxury projects abroad - from Dubai to Monaco.

In 2024, the State Property Fund put up for sale the state-owned motor transport enterprise “Avtomehbaza”, located right in the center of the capital, next to the NSC “Olympic”.
Formally, everything looked transparent: the starting price was UAH 38 million, the winner, Tower Group LLC, paid UAH 96.68 million. But for a 0.8-hectare plot in the Pechersk district, the market value should have reached at least UAH 250–300 million.
According to the documents, the winning company belongs to Vadym Stolar’s ​​orbit. Thus, the politician and developer actually received one of the most valuable plots in the center of the capital for half the price — with the blessing of the State Property Fund.

Stolar has built a whole network of financial structures — JSC “ZNVKIF Genesis”, “Astera”, “Stream Investment”, “Evo Invest”, “Skilling” and “Assets Financial Group”. Through them, he accumulates investors’ funds, which are supposedly invested in construction.
In reality, this money is dissolved in schemes associated with developers bUd development, IB Alliance, BudCapital and ENSO — companies that built residential complexes “Fjord”, “Poetica”, “Diadans”.
These projects are now frozen. Investors’ funds are transferred to foreign accounts, in particular to Dubai, where elite residential villas and townhouses are being built under the brands of affiliated structures.

After the seizure of Viktor Medvedchuk’s assets, part of his land plots near the Dnieper River — more than 50 hectares — were quickly transferred to front persons. At first, Stolar’s ​​bodyguard became the owner, then — “foreign investors” from Latvia and Bulgaria.
The scheme is standard: sale to a “new owner,” “exit from business,” “new lease.” Only the names change in the documents, but actual control remains in the same hands. Construction of premium residential complexes has already begun on these lands, although Stolar spends most of his time abroad — in Monaco or Dubai.

To whitewash his reputation, Stolar created a pseudo-volunteer fund, which is actively promoted in the media - videos about helping the Armed Forces of Ukraine, children's events, posts on Facebook. In fact, this is a screen that covers financial transactions and serves the image of a politician.
Against the background of frozen objects and land scandals, such "charity" looks like an attempt to divert attention from tens of millions of dollars that are taken abroad through offshore accounts every month.

The key figure in Stolar’s ​​schemes is lawyer Vitaly Opanasenko. It is he who blocks trials, creates fictitious public organizations, rewrites documents for front persons, and puts pressure on journalists investigating Stolar’s ​​activities.
Opanasenko even tried to use dubious documents about his “status of a combatant” to prevent the deprivation of his lawyer’s license. As a result, no investigation into Stolar actually reaches the court, and officials who “turn a blind eye” continue to work in the Kyiv City State Administration.

Today, Vadym Stolar actually retains influence on the capital's real estate market. Through a system of affiliated funds and developers, he controls dozens of hectares of land, frozen construction projects, and financial flows from investment accounts.
While the SBU and the Kyiv City State Administration report on the "liquidation of pro-Russian influences," Medvedchuk's associate continues to build an empire — no longer political, but financial and property.
